THE PRODUCTIVE STATE develops a single argument across six parts: that national prosperity depends on how completely a state accounts for, governs, and activates its total capital.

Argument

Beyond output, towards capacity

Conventional economic assessment concentrates on flows — output, consumption, deficits. This book argues that flows are symptoms. The determining variable is the stock: the total capital a society holds and the institutional capacity to put that capital to productive use.

From this premise the work reconstructs the role of the state. The state is not treated as a consumer of resources to be minimised, nor as a substitute for markets, but as the custodian and co-investor of a national balance sheet whose productivity can be measured and improved.

The analysis remains applicable across institutional contexts. Each part closes with propositions written so that they can be tested against national data, which is the principal reason the text is being circulated for institutional review before wider publication.
